A One-Day Seminar on Drip Irrigation System was held at Shah Abdul Latif University, Khairpur organized by the Department of Economics in collaboration with Sindh Irrigated Agriculture Productivity Enhancement Project. Vice Chancellor Prof. Dr. Khalil Ahmed Ibupoto presided over the seminar.

Speaking on this occasion, Prof. Dr. Khalil Ahmed Ibupoto said that Pakistan is a premier agriculture country and having agrarian economy but we are adopting the traditional mode of instruments in agriculture sector. It is high time that we must adopt modern and latest technology in order to achieve the high yield and save the water because we are facing immense water scarcity as result, we have threat of food security. Dr. Ibupoto announced that the Department of Economics will start short courses, diploma courses and long term courses on agriculture economy while other Departments will also initiate the same path.

Dr. Ibupoto said we are striving to revive our academic and research activities. Recently, we have convened a meeting with Higher Education Commission to restart halted programs. Dr. Ibupoto remarked that stringent measures have been taken to control the financial affairs of the University. He said we have maintained transparency in our income which is being generated from the affiliated colleges.   

Dr. Ibupoto said we need the support of all stakeholders, civil society, progressive growers for the development of the University, he added.

Project Director Sindh Irrigated Agriculture Productivity Enhancement Project Engr. Ayaz Hussain Abro said that Pakistan has abundant natural resources. Despite these resources still we are not in position to develop our agriculture sector. He said with the latest use of water technology, we can get 90 % more yield from drip irrigation system. He said since 2018, 137 Million Cusecs water has been reduced. The population is increasing day by day. The agriculture land is being utilized for purpose of urbanization and housing schemes.

Engr Ayaz Abro said said that the 63% of the population is linked with the agriculture sector. He said that we have to conserve the water recourses on emergent basis.  

Ms. Naureen briefed the audience about the role of women in agriculture. She said 74% women are participating in agriculture sector but they are ignored in the feudal society owing to lack of education and on the basis of gender.

Earlier, Prof. Dr. Muhammad Saleem Rahpoto, Chairman, Department of Economics cordially welcomed the guests and participants. He said the main purpose of this seminar aimed at to sensitize the progressive growers, farmers and land lords about the significance of drip irrigation system and apprised them about the soft image of the Department of Economics and University as well as.

A Farewell Reception was hosted by the Officers Welfare Association (OWA), Shah Abdul Latif University, Khairpur in the honor of retiring Controller of Examinations Mr. Ghulam Shabbir Phulpoto. Prof. Dr. Khalil Ahmed Ibupoto, Vice Chancellor presided over the reception.

Speaking on this occasion, Prof. Dr. Khalil Ahmed Ibupoto remarked that after appointment, the retirement is a fact; He appreciated the tireless services renders by Mr. Ghulam Shabbir Phulpoto, during his services on different positions.

The Vice Chancellor said Mr. Phulpoto remained an active officer in my administrative team. Dr. Ibupoto said since joining as Vice Chancellor, the University is facing immense financial crisis, despite it, we are disbursing the salaries to the staff timely. We are also committed to uplift the academic side of the University, he added.

Mr. Ghulam Shabbir Phulpoto accorded his special thanks to OWA for hosting a reception in his honor in recognition of his services. He said, I delivered my services with commitment and devotion for the University in the interest of public at large.

Earlier, Mr. Bagh Ali Jalbani, Vice President, OWA warmly welcomed the Deans, Officers and representatives of Employees Welfare Association (EWA).

Engineer Waheed Ahmed Mangi, Incharge Director General (Planning & Development) Higher Education Commission (HEC), Islamabad and Project Director Sub-Campuses HEC paid a visit of Shahdadkot Campus of Shah Abdul Latif University. Prof. Dr. Chandad Lal Rohra, Pro-Vice Chancellor, Shahdadkot Campus and Faculty Members welcomed the guest.

Prof. Dr. Chandan Lal Rohra briefed the guest about the potential of the campus and future possibilities for strengthening campus.


Speaking on this occasion, Engr. Waheed Ahmed Mangi lauded the efforts of incumbent Pro-Vice Chancellor for getting the site for campus on CPEC road. He encouraged the young faculty members for their commitment and devotion. He briefed the importance of HEC and its functions for smooth work with sub campuses which are working under HEC. He assured of granting the funds to the campus on emergency basis. He emphasized upon quality education and told that these campuses could succeed in achieving better results of quality education in remote areas which would serve the real purpose of establishment of these campuses.

Mr. Mangi appreciated the visionary leadership of Prof. Dr. Khalil Ahmed Ibupoto, Vice Chancellor, Shah Abdul Latif University, Khairpur for capacity building of academic and administrative staff for organizing training workshop. His role is excellent in order to run the academic and administrative affairs of the Sub-Campuses.  

The Assistant Commissioner Taluka Shahdadkot Mr. Sajjad Hyder Qadri assured the Pro-Vice Chancellor to support him in every matter related to education for the betterment of the campus.

Additional Deputy Commissioner Qambar Shahdadkot, Mr. Amir Hussain Panhwar felt his entire satisfaction over the environment of the institution and assured to assist in all affairs of the campus.

Later the Project Director visited the campus and also interacted with faculty members and administrative staff.

I would like to record my message for public as well as all stakeholders of Shah Abdul Latif University, Khairpur on the eve of New Year-2021. Since joining as Vice Chancellor of this third largest Public Sector Premier University of Sindh Province, I have taken pragmatic efforts to bring transparency accountability and streamlined the Departments, Institutes and Sections on war footing.

Education brings radical change and it is also a catalyst of change, it plays dynamic role in the character building, integrity, promote the essence of personality development and diversified culture of tolerance, interfaith dialogue and religious harmony.

I am highly grateful to teaching fraternity, officers, employees and my future generation (students). They have extended full cooperation, in order to run the administrative affairs of this institution. I have adopted policy of seniority-cum-merit, as result; there is no any discrimination on my part. However, I have also promoted the sense of consultation and coordination and teamwork spirit. The confidence building has emerged in all stakeholders with my working in impartial status. It is worth mentioning that most of the Departments of Faculty of Social Sciences and two Departments of Faculty of Natural Sciences shifted and housed in the new Academic Block including offices of the Dean Faculty of Social Sciences and Dean Faculty of Natural Sciences having state-of-art facilities. The Office of the Research, Innovation and Commercialization (ORIC), Quality Enhancement Cell (QEC) and Directorate of Postgraduate Studies (PGS) were facing acute shortage of space, these offices have been shifted in the newly constructed Extension of Administration Block building having modest facilities.

Despite severe and immense financial challenges, my utmost priority is to disburse the salaries, pensionary benefits and other financial liabilities on time. It is worth noted that the salary was disburse on January 2, 2021, keeping in view of the feelings and needs of the lower staff and other staff despite holiday, the University HBL Branch remained open for this purpose. It is noteworthy that stringent efforts are underway to overcome the current financial crisis with the help of Government of Sindh and Federal Government in the mode of Special Bailout Package. My new initiative along with my team for the year 2021 will be as under.

•    Fund Raising Campaign
•    Accreditation of Market Oriented Teaching Departments/Institutes
•    Restoration of Halted M.S, M. Phil and Ph.D Programs
•    Affiliation of New Programs
•    Establishment of Campus Management Cell
•    Establishment of Beautification Cell
•    Acquiring of Land for Sub-Campuses
•    Preparation of PC-I for the Separate Buildings of Research Chairs
•    Provision of Potable Water at Campus

I am confident that this New Year-2021 will provide comfortable, peaceful, conducive and congenial atmosphere for this Alma mater established after the name of great Sufi Saint of the World Hazrat Shah Abdul Latif Bhittai (R.A), whose ideals, teaching and philosophy is based on universal peace, love, affection and prosperity.

SALU will touch its heights of progress in the way of academic excellence, research and physical development and would impart quality education to the students of the class below poverty line and also marginalized communities.

I assure you that in the capacity of Vice Chancellor, I will render my services for the cause of nation building, without any fear, tilt, liking & disliking and adhere the University Code, rules and regulations for the prompt service delivery, without unprecedented delay on the basis of merit and transparency.

May ALLAH Almighty bring happiness, rejoices, good health and passions in the life of my nation and countrymen.
